I'm one of those people who think that it's dedicated to both Gilbert and Alice but it's more of for Alice compare to parts with Gilbert. I mean, both are important to him . . . both had saved him from loneliness . . . and he had promised to protect the two of them . . . but I believe he had only told Alice about being by her side forever, thus the "forever close to you" part.
