Usually SUNRISE will put absolutely pointless episodes into a series to waste the episode count away. These "filler" episodes are usually festival themed (or cooking themed, like in Mai Hime) and contain almost all the characters, each contained in their short scenes. Is this episode festival themed? Yes. Does the episode contain cooking? Yes. Does the episode contain most of the characters in the series? Yes. Is the episode boring? Hell-no: Code Geass 21.
